Eduardo Leite
Governo do Estado do Rio Grande do Sul
Governador
Eduardo Leite is 41 years old and is the first reelected governor in the history of Rio Grande do Sul. Currently, he leads the state's reconstruction process through the Rio Grande Plan, an initiative that combines scientific evidence with short, medium, and long-term actions for recovery following the May 2024 floods, as well as climate adaptation and resilience.
During his first term, his administration was marked by profound structural reforms that reversed the historical trend of public deficits in Rio Grande do Sul and enabled the state to regain its investment capacity.
With an agenda focused on fiscal balance, dialogue, and opening the state to the private sector, he oversaw the largest volume of state-owned company privatizations among Brazilian states during that period. He also promoted concessions for highways and other assets, while ensuring the reduction of the ICMS tax to the lowest level among Brazil's federative units. Additionally, he implemented structural changes in public security management, achieving the state's lowest crime indicators in recent decades.
Leite is a native of Pelotas, where he served as mayor. He holds a law degree and studied public policy at Columbia University in New York, USA.
