Paz Guzmán is Senior Economic Advisor at the European Investment Bank (EIB), based in Madrid. Previously, she served as Senior Economic Advisor at the Representation of the European Commission in Spain. She was part of the European Commission’s Recovery and Resilience Task Force, where she participated in the negotiation and approval of Spain’s €163 billion Recovery and Resilience Plan, leading work on financial instruments and research and innovation, and overseeing the first disbursements to Spain. Earlier in her career, she worked at the European Commission’s Directorate-General for Economic and Financial Affairs during the euro crisis, contributing to the design of the EU’s economic governance framework. She was also Senior Policy Associate at J-PAL (MIT), promoting evidence-based public policy under the leadership of Nobel laureates Abhijit Banerjee and Esther Duflo, and has advised governments and international institutions including the World Bank. She holds a degree from the Autonomous University of Madrid and a Master in Public Administration from Harvard University, where she received the Donald K. Price Award for academic merit and leadership. She sits on several advisory and non-profit boards, including ISEAK, Ethosphera, and ESADE EcPol. Born in Bilbao, she is married and has four children.
