Physician, public manager, and professor with extensive experience in HIV/AIDS, tuberculosis, epidemiological surveillance, and innovation applied to the Brazilian Unified Health System (SUS). She currently serves as a department director at the Rio Grande do Sul State Health Secretariat, leading strategic projects in expanding rapid testing, decentralizing care, and incorporating emerging diagnostic technologies. She coordinated initiatives such as the Brazilian Initiative for Decentralizing Advanced HIV Care, which introduced point-of-care tests for the diagnosis of tuberculosis, cryptococcosis, and histoplasmosis at different levels of the network, and technological development projects, including electrochemical sensors for remote syphilis diagnosis. She conducts research on adherence, linkage, and retention of people living with HIV, as well as studies in big data and machine learning to improve epidemiological surveillance. Professor at UNISINOS and leader of the NEATS research group, Dr. Leticia is dedicated to bringing science, innovation, and public policies closer together, focusing on scalable solutions for vulnerable populations. In 2023–2025, she gained prominence in the media and at scientific events by presenting unprecedented data on the widespread HIV epidemic in the Porto Alegre Metropolitan Region, including population studies and trend analyses. At the South Summit, she represents the Rio Grande do Sul State Health Secretariat, presenting advances, challenges, and new technologies applied to HIV/STI testing, prevention, and care in the state.
