A Law graduate with undergraduate and postgraduate degrees from Fundação Getúlio Vargas (FGV-SP), he holds a Master's in Public Administration from the same institution. He has completed specialization courses in Administrative Law, Public-Private Partnerships, and International Investments.
He has extensive experience in legal consulting, academic research, and public management. He has worked at renowned law firms and as a researcher on topics such as government control, public policy, and decisions of the Federal Supreme Court. He has held strategic positions in the public sector, including Legal Coordinator of the São Paulo Planning Secretariat and Special Advisor to the Governor of São Paulo (2014-2018).
He has vast experience on the fiscal boards of state-owned and environmental companies, such as CESP, EMAE, CETESB, and CPP. Since 2023, he has held high-trust positions in the Federal Government, having served as Chief of Staff to the Minister of Development, Industry, and Foreign Trade and to the Vice President of the Republic.
He is also a member of the Fiscal Council of the Brazilian Development Bank - BNDES.
