Chief of Staff of the Civil House: Artur Lemos
A lawyer graduated from the Pontifical Catholic University of Rio Grande do Sul (PUCRS), he holds a specialization in Labor Law and Labor Procedural Law, an MBA in Management and Business Law from Fundação Getulio Vargas (FGV), and a post-MBA in Corporate Governance and Risk Management from the University of the Sinos River Valley (Unisinos). In 2016, he completed the course Politics and Economics of International Energy at Sciences Po Paris, through Coursera.
In April 2025, he was certified as an Experienced Board Member by the Brazilian Institute of Corporate Governance (IBGC).
In public administration, he served as Administrative Director and President of the Zoobotanical Foundation (2006–2011). In 2014, he coordinated the Parliamentary Inquiry Commission (CPI) on Electric Energy at the Legislative Assembly of Rio Grande do Sul.
He served as Deputy Secretary and later as Secretary of Mines and Energy during the 2015–2018 administration, and as Secretary of the Environment and Infrastructure from 2019 to 2020. He also served on the National Council for Energy Policy (CNPE) and the National Council for the Environment (Conama).
Artur Lemos was announced as Chief of Staff of the Civil House on February 2, 2021, and took office on February 8, during the first term of Governor Eduardo Leite. On March 17, 2025, he became the longest-serving secretary in the position, having completed 1,504 days in office.
